Greetings to you my friend,

Yes it is. The only time the ULC has legal issues in the duties a ULC minister may perform in America is in the issue of marriage. Baptism, being a purely religious rite, is not regulated in any state in America. Be warned though, other CHURCHES may not accept a baptism performed by you as valid. Be sure you give the parent a Baptismal Certificate, signed be you. Be sure to keep a record of it, in case you are ever contacted at some point in the future by a church the child may try to join so that you can confirm you did indeed perform the baptism, and be sure you use the standard trinitarian formula. If you fail to do these things, if the child every tries to join another Christian church, there could be issues brought up regarding the validity of the baptism you performed, which could result in the child having to go through a bunch of hoops to be baptized again.

In Christ's service,
Padre
